Topic Proposal

The topic I will be discussing in my term paper is how leadership has evolved in relation to 21st century policing. I will analyze the career of former Philadelphia Police Commissioner, Charles Ramsey, and discuss the leadership strategies he used throughout his career. Additionally, I will discuss the different leadership styles and compare them to his leadership style and how I would lead if I were in a similar situation. Born in 1950, Charles H. Ramsey first joined the Chicago Police Department at the age of 18. In only six years, he was promoted to Sergeant in 1977. As the years passed, Ramsey quickly climbed the ranks to eventually become Deputy Superintendent in 1994. After leaving the Chicago Police Department, he became Chief of Police and Superintendent of the Metropolitan Police Department of the District of Columbia and the Philadelphia Police Department, respectively.

After careful consideration, I have decided that Charles Ramsey is a great leader to discuss in the essay because of what he has achieved and accomplished in his 45-year career. Firstly, he has successfully climbed the ranks as a Chicago Police Officer at an astonishing rate. While holding different ranks, he was faced with having to use different leadership styles. Secondly, he has held office in some of the most prestigious positions in all of law enforcement. He has lead three separate police departments in his career and has made all three departments more efficient and effective at enforcing the law. Third, and finally, anyone like Charles Ramsey, with such a lengthy career, has to be able to adapt as he has policed throughout many eras of policing.
