Rulemaking and Order Making have different purposes. Yet, when one or the other is more appropriate has been subject to considerable debate except for the most clearly defined cases.

What special challenges exist for selecting one or the other? Is there something about order-making that makes it incompatible with efficiency standards? Keep in mind that the idea of administrative agency efficiency is a function of expeditious actions that are not always inherent in many traditional governmental bureaucratic organizations.
