The 1985 Consolidated Omnibus Expenditure Negotiation Act

As a chapter of the 1985 Consolidated Omnibus Expenditure Negotiation Act, Parliament
approved EMTALA in 1986. The Statute was meant to prevent clinics from shifting
underinsured or clients for Medicaid to government hospitals, alluded as the law of ‘anti-
dumping’, without at least, providing a medical test of screening to guarantee the evacuation as
okay with patient’s health. The article found out the policy issue stating that the EMTALA policy
just dictates or assumes charge of the client’s care and recovery that needs medical services for
emergency, and does not issue information about the patient’s continued condition and the
payment of hospital bills by the clients after emergency treatment. Another issue is on the
providers of healthcare as they are left with a great challenge of caring for the patients without
any funding from the government. The study advises that policymakers revisit mechanisms or
the Act to support the customer in clearing the prescription bills following emergency service
