HICS is a
logical flexible scalable system of managing an emergency or disaster.  To
commit to adopting such an inherently logical system seems like a
“no-brainer”, but large hospital organizations are complex
cultures.  Organizations that are reactive and/or are struggling in the
current health care environment may find little motivation for planning and
investing in the infrastructure for an event that may never happen.
